Hard to know really, without any more information to go by, but I
doubt it.  There were quite a number of DOS palmtops manufactured at
that time (although generally only a few thousand units each, if
that), so I guess it's simply one more attempt, like the Poqet and
many others too --- have a look at
http://www.ericlindsay.com/palmtop/palmlist.htm for many more such
machines.
